Three things I might infer about the photo:
1. He is on his way from the looking at the oil spill
2. He is making plans on how to talk to the press
3. People are talking to him
Questions:
The title and the caption for the picture are the same. What is the President ready to seize claims process for. It isn't his fault with what happened. Why is the White House in the title, they don't have anything to do with it. The picture looks like it was taken Spontaneous.
New Caption:
The new caption I would pick for this is:
The President Leaving the Area of the Oil Spill.
I feel like the new caption does change the veiw.

Three things I might infer:
1. He doesn't look upset
2. If he was being briefed I don't think that there would be a camera in his face
3. Are the books in the background the same?
Questions:
His facial expression is hard. He looks pretty angry. I feel like he would be more upset because the oil spill kill cute little animals.
Summary:
The picture that would give me more confidence in the
presidents leadership abilities is the first one. He looks like he was coming
from the site where the oil spill. He looks like he has talked about everything
with people he needs too. He had a smile of his face like someone told him a
joke. I don’t think that he needs to be serious all the time, he is a person
after all. I do not like the hard look that he has on his face in the second
one. That picture looks like it was posed. I don't like that.
